The reflections of the industrialization process in Turkey left quite deep marks on different areas of the city. People who came to the city from the rural areas to provide the labor force needed by the industry, built squatters in particular condensation zones, in a short time and mostly from poor quality materials. The disasters in Turkey that 98% of it are in earthquake zones have shown that these structures are under a great risk. In addition, these areas that were located at the back of beyond at first have included in urban areas with the growth of the cities and have caused black holes to be formed in the urban planning studies. Therefore, especially in last decades, urban transformation studies have been initiated in order to improve the unhealthy settlement conditions and poor quality buildings in these areas and many legislations have been enacted. With this study, the basic principles of urban transformation implementations have carried out in disaster risk areas in Turkey will be discussed via Law No.6306 and Law No.5393 that provide the basis for present urban transformation studies and the process will be examined through the relation of related laws and urban planning activities of the examples in Izmir. The evaluation of the implementations in terms of their qualifications is very important for these projects which are aimed at creating healthier environments. Because, if these practices with the possibility of reshaping the areas can not be done properly, it is inevitable to create areas that need to be transformed again. The main aim of this study is to establish the basic characteristics of the urban transformation laws that are being applied for the disaster risk areas in Turkey, to determine the practical situations of the laws, to determine how successfully Turkey is performing this process and to develop solution suggestions by revealing the clumsy directions in applications. In this context, the study will primarily examine the main provisions of urban regeneration of Law No.6306 and Law No.5393. Then, risky structures, risky areas and reserve areas in Izmir will be examined in detail and the alignment of examining these areas in the planning process and provisions about them with present transformation applications. In this context, spatial alignment of the areas declared as “rehabilitation and renewal area” by the planning studies with the areas declared as “risk area” by the laws, alignment of provisions of both, applications and results of risky buildings in the regions declared as risk area, the number of buildings demolished, the objections made, risk areas declared and recommended, authorized institutions in these areas and how this ratio changed in the province will be examined, changes over the years will be analyzed and solution suggestions will be developed for the identified defects.
