The concept of leadership has evolved from day to day many times and still continues to be shaped as a modern concept that has not completed its development. Every change that takes place in the environment requires that leaders take their leadership style one step further and that they must reshape their cultures in the direction of these changes. The formation of organizational culture is influenced by founding leaders, and organizational culture is also influential in the behaviors of leaders involved in established enterprises. The leader, who is involved in an organization, can influence the employees by acting appropriately according to the organizational culture, but over time the organization can adapt the cultures to environmental changes by exhibiting different leadership styles by changing environmental conditions. Therefore, the direction of the interaction between the concepts of leadership and organizational culture can not be definitively determined, and there are various opinions in the literature as there are periods in which both concepts may be decisive on the other. In this study, firstly, the definition of the concept of leadership and the various theories that have been put forward in the development process of this concept will be tried to be explained. Then, what is meant by the concept of organizational culture and what are types. Finally, the relationship between the concepts of leadership and organizational culture and the effects on each other will be discussed. In the course of this discussion, the national and international studies that have reached the end of the literature search will be examined and the results of these studies will be evaluated.
